Is there a way to create a generic SKU number that when ringing this item up thru the POS it will always just ask fior the price?

Yes there is just setup an SKU item and make sure to check on the option in that SKU's setup that does not skip the price and allows change if necessary. If you leave the SKU's price levels to "0" it will always default to "0" and then they will need to enter the price manually.
